Introduction
It is a privilege to introduce my Annual Report for 2025/26. This has been another year of real progress for Lancashire, delivered against a backdrop of sustained demand on our policing and criminal justice system and the continued need to rebuild public confidence.
Last year I set out my ambition for a zero-tolerance approach to violence against women and girls, tougher action on serious and violent crime, and a determined effort to tackle anti-social behaviour at its roots. I am proud of the steps we have taken together to turn that ambition into action. From the launch of our county-wide VAWG survey and the #GetTheMessage and #NailDomesticAbuse campaigns, through to record seizures of illegal e-scooters and the expansion of our Premier League partnerships with local football clubs, we have shown that partnership working, and early intervention delivers results.
None of this would have been possible without the dedication of the police officers and staff at Lancashire Constabulary, our commissioned service providers, and the hundreds of partner organisations across the public, private and voluntary sectors who work tirelessly every day to keep people safe. I want to place on record my sincere thanks to them all, and to the communities of Lancashire who continue to support us and hold us to account. While we have much to celebrate, I remain clear-eyed about the challenges ahead. Rising demand, the evolving threat picture, and the impact of new legislation mean we must continue to innovate and make every pound of public money count. This report shows how we are doing exactly that.
I hope you find it informative and encouraging around the strong work happening across the county. As we move forward and prepare for a change in police governance following the Government’s announcement to move away from the Police and Crime Commissioner model, together we will keep building a safer, stronger Lancashire.
