Custody Detention Scrutiny Panel – Explained
The Panel review and advise on matters of disproportionality and assist in generating transparency, including production of an annual report for public consideration at the end of each annual panel cycle.
It’s establishment is intended to increase transparency and performance, help build trust and confidence in policing in ethnic minority and other communities, help to dispel myths surrounding the detention and custody environments and has the potential to reassure the public and other interested parties.
Initial assessment of custody records will focus on 4 areas –
- Strip Search
- Strip Search / Use of Anti-Rip Suits
- Use of Force in Custody
- Remanded Children
Panel observations, feedback and recommendations will facilitate continuous learning, improvement of police services including training and identification of best practice.
